Do you have any tips on making detailed top down backgrounds?

I'd say if you're just getting started try and study existing styles you like and see how they handle certain elements. I don't have a set of rules set in stone but one thing I try to do is not over complicate things if I don't need it. Sometimes it can be tempting to go crazy with details or to have all sorts of gradual shadow tones, but sometimes adding too much for the sake of trying to make things seem more complex can make them less easy to read and messier looking.

I tend to switch up my brushes from time to time so my line art and shading can differ a bit. For this image I used the G-pen in clip studio paint
